Key expertise: Strengthening the capacity of civil society organisations – especially producer organisations; Design and evaluation of development and humanitarian projects; Development of livelihood strategies with in-built risk assessments.

An agricultural engineerby training, Luc has worked with a wide range of international and national organisations in Haiti, and elsewhere in the region, in addition to community-based organisations, civil society organisations and governmental institutions. His expertise includes contingency planning, disaster risk reduction, and assessment and evaluation of humanitarian programmes. Luc has worked with many local and regional actors (the private sector, national NGOs, civil society organisations and state authorities) as well as international actors such as the IDB, WB, DFID, OCHA, DIPECHO, USAID and non-governmental organisations such as ActionAid, Christian Aid, Tearfund and Welt Hunger Hilfe.
